I know Tanner's mate, Stormlight Recognized so early the birth got very hard on her.

She could have been even younger as Stormlight ... 12-13 in Human terms. (or in her 20th but still not fully mature - she's a pureblooded early generation elf).
I think a boy can recognize as soon as he is physically able to sire a child - 11 to 14 years for Wolfriders? Theoretically ... (again, early fullblooded elves could be clearly older in years, but equally immature in body and mind).

Maybe not canon, but Barmek(?) in the original Wavedancers story was recognized by Renaefel when he was quite young, pre-pubescent if I recall correctly.
Also noncanon, but in Blood of Ten Chiefs anthology, Zarhan recognized Rahnee before she was born! They just didn"t know it until much later
